About Us

The Southeastern Minnesota Center for Independent Living, Inc. which was founded in 1981, is a non profit organization that assists people with disabilities to become independent and productive community members. Our Independent Living and Personal Care Assistant Programs promote self-sufficiency and help assure that persons with a disability have the same opportunities as members of the general public. SEMCIL is located in Rochester, MN and has offices in Goodhue and Winona Counties.

In 1980, a small group of community members - with the mission of creating or sustaining independence for all persons with disabilities-wrote a grant that got us started and formed our first Board of Directors. Their vision led to the establishment of the Rochester Center for Independent Living (RCIL) in 1981.

RCIL opened its doors with four (4) staff, in a small storefront in Rochester. From there, SEMCIL has grown to a staff of 20 Independent Living and PCA professional staff and more than 300 personal care assistants and homemakers engaged in a variety of services for persons with disabilities. We all share and are committed to the same mission as our founding Board and staff members: "Assisting persons with disabilities to become self directed and valued community members."

SEMCIL United Home Healthcare Choices Inc., is a Medicare certified, Minnesota Class A licensed home care agency whose mission is to provide services that promote, maintain or return you to optimal heath.
